My son will turn 4 on Aug 3, 2021 will he be eligible for pre-k for that school year? Do I need to enroll him this year when he turns 3?

My granddaughter will be 4 , July 16. What age do they have to be to enter PreSchool. What time does PreSchool let out, Same as kindergarden??
