How does an individual enroll in the program? Applying for Head Start services is a simple process. Contact the CACOST Head Start 0-5 Program in your community. An application for admission is completed and submitted to the Enrollment Coordinator. Copies of birth certificate, social security card, immunization record, medical insurance, proof of benefits and proof of income should be submitted with your application. (361) 528-2805
